A question in Pokemon Black!!!?

I read that the Liberty Pass can be obtained in Europe from Mar. 4, 2011 to Apr. 27, 2011. However, i bought the game just a week ago, as it just came to my country. Does this mean that i cannot obtain Victini by any means
