Can i pay one credit card with another?

i have a credit card with 0% on it till february 2012, i have another credit card with money owing that i am paying 19.65% apr on . can i use my 0% credit card to make a payment on this,i have already looked into a balance transfer but after several attempts the system would not accept the american express card i have with the high interest on it .
